Project Overview Established after the 9/11 terror attacks, the Jersey City/Newark Urban Area Security Initiative (UASI) represents the northeastern section of New Jersey, consisting of the seven counties of Bergen, Essex, Hudson, Middlesex, Morris, Passaic, and Union, as well as the State’s two principal cities of Newark and Jersey City. This region is the most densely populated area in New Jersey, with approximately 4.6 million people and a significant amount of critical infrastructure. Tidal Basin worked with the UASI on multiple projects to help participating jurisdictions address identified security gaps, increase interagency coordination, and strengthen critical infrastructure protection to prevent, protect against, respond to, and recover from threats or acts of terrorism.

Mass Casualty Incident Hospital Training Video Series

Tidal Basin supported the Jersey City/Newark UASI Hospital Subcommittee to strengthen hospital staff preparedness and training related to activation of the “15 ’til 50 Plan,” a mass casualty incident (MCI) training program for the region’s hospital system that enables hospital staff to receive a surge of 50+ patients within 15 minutes of notification of an MCI.

The videos provided instruction on critical topics necessary for the effective operation of hospital equipment and services, as well as the delivery of high-quality patient care during an event. Our in-house marketing and communications team led the end-to-end production process, including concept development, scripting, and professional production. The team was on-site to film a live exercise walk-through of the plan, documenting every detail for training purposes, from preparation and first response through to demobilization. We integrated that footage into cohesive, step-by-step modules to educate staff on the entire process. To accompany the video series, Tidal Basin developed a pocket-sized guide for hospital staff to use as a quick- reference tool during incidents. Together, the videos and guide provided staff with in-depth training and an accessible, on-hand resource to reinforce learning and support continuity of hospital operations and patient care under emergency conditions.

Suspicious Activity Awareness Training Videos

The Jersey City/Newark UASI engaged Tidal Basin for a video series designed to increase awareness of terrorism- related suspicious activity and appropriate reporting actions across key business sectors, including lodging, utilities, retail, houses of worship, rental car agencies, and colleges and universities. Tidal Basin provided end-to-end content development, video production, and implementation services through its planning and in-house marketing and communications teams. We filmed on-site in the region to strengthen viewer connection through recognizable local landmarks, such as management communications and digital outreach, the team delivered a series of eleven videos that effectively communicate program objectives and support the UASI’s mission to enhance preparedness, awareness, and public safety. All videos were delivered with closed captioning to meet ADA compliance requirements and ensure access for individuals who are deaf or hard of hearing. Spanish-language versions were also produced to support stadiums, neighborhoods, and retail outlets. Leveraging extensive experience in emergency

and serve as a tool the client can deploy across training, outreach, and awareness campaigns to advance overall public safety objectives. Strategic planning, message development, filming, editing, voiceover coordination, captioning, translation, and final production, were executed entirely in-house. Tidal Basin integrates marketing and creative production within its emergency management consulting practice, ensuring messaging is operationally accurate and aligned with real- world preparedness requirements.

UASI Program Overview Video

Building on our successful hospital training and suspicious activity videos, Tidal Basin developed a comprehensive overview video highlighting the purpose and vision of the Jersey City/Newark UASI. The video showcases the organization’s history, mission, core focus areas, and key partners, guiding viewers through the structure of UASI and emphasizing its collaborative priorities and initiatives. Professional voiceover services were incorporated to deliver

clear, authoritative narration that reinforces the video’s strategic messaging, and closed captioning was included to meet ADA accessibility requirements and ensure broad audience reach. Our in-house marketing and communications team spent three days observing and filming red teaming exercises in Bayonne, New Jersey’s “Bunker”, a warehouse-sized facility established to simulate emergency events with full size subway cars, tunnels, buses, and hazmat situations. Police, SWAT, firefighters, EMS, Metro Urban Search and Rescue (MUSAR), and other first responders trained side by side, executing coordinated tactical operations with specialized equipment. Tidal Basin transformed this dynamic footage through strategic scripting and storytelling into a powerful video that clearly explains how the Jersey City–Newark UASI turns shared risk into coordinated strength, and how decision- makers can use their expertise to address weaknesses before the next emergency brings them to light.

Preparedness and Response Planning

In addition to multiple video series, Tidal Basin completed an Emergency Operations Plan Template for Houses of Worship, providing a practical, adaptable framework to help faith‑based organizations strengthen their readiness and response capabilities. We also completed a Stakeholder

Preparedness Review, a comprehensive assessment of jurisdictional preparedness that included the development of accompanying spending plans to guide strategic investments and capability improvements.
