Solution

Tidal Basin served as the project manager for the program and provided comprehensive administrative and operational support. We developed and implemented a customized application intake process using our proprietary case and grant management software, Phoenix OneCase®. This allowed for streamlined submission, eligibility review, inspection coordination, and grant processing. In addition to managing the project lifecycle, we provided contact center support to assist applicants with technical questions, application guidance, and status updates.

We designed and developed a program website serving as the central hub for condominium associations seeking mitigation assistance. After establishing the branding, we developed wireframes and site architecture and handled both front-end and back-end development to create a seamless, user-friendly experience. Key features included multilingual support, advanced analytics integration for in-depth performance and user behavior tracking, and enterprise-grade security protocols. Our team oversaw wind certification entities responsible for conducting inspections and reconciled inspection invoices as applicants progressed through the program. To ensure transparency and effective stakeholder communication, we designed and deployed data dashboards that transformed program data into comprehensive, real-time reports for staff and leadership. Beyond core project management functions, Tidal Basin drafted the program’s implementation plan and developed the inspections Request for Proposals. We maintained responsibility for monthly administration and oversight, ensuring compliance, operational consistency, and program integrity throughout the pilot phase.

Resillience Delivered

The program generated significant demand immediately upon launch. Within the first week, more than 750 accounts were created and 174 applications were submitted. On launch day alone, the website received more than 11,000 visits, reflecting substantial interest from condominium associations statewide. Due to the high volume of applications and limited grant obligations, the application portal closed just five days after launch. Ultimately, 165 initial inspection applications were approved during this phase of the program.

Through strategic planning, scalable technology, and integrated program management, Tidal Basin successfully supported the rapid deployment of hurricane mitigation resources. The My Safe Florida Condominium Pilot Program demonstrated an effective model for delivering high- demand resilience funding while maintaining accountability, transparency, and measurable impact for participating communities.
