MLU’s rapid response temporary housing is designed as a complete, managed solution. All operations are provided under a single contract with centralized management, ensuring consistency, clear accountability, and streamlined communication. This allows states to focus on other mission- critical priorities rather than coordinating multiple unfamiliar contractors in an unfamiliar scope in the midst of a disaster. n  Leasing of TTHUs: Flexible 12- or 18-month lease terms with extension options; structured specifically to meet FEMA reimbursement requirements under PA and IA programs; clear cost breakdowns and audit-ready documentation to simplify reimbursement and state budgeting n  Intake and Eligibility Processing: Survivor outreach, intake, eligibility determination, and placement tracking n  Staging Yard: TTHUs are held safely and securely until they are dispatched n  Site Feasibility Inspection: For Private Sites and Commercial Sites, to ensure that the Site is in compliance with the most recent version of the FEMA EHP Compliance Review Requirements – Ensuring Review for Direct Housing Missions, 2022-2023 and that it otherwise can physically support the installation of a TTHU n  Haul and Install: Transport and install the TTHU, conduct inspections, compliance documentation, and ensure TTHU is Ready for Occupancy

MLU’s operation plan includes setting up a Forward Operating Base (FOB) where the TTHUs and all mission materials are stored, and which also includes its Program Management Office (PMO) . MLU designs the FOB to allow space for states to operate their own mobile office trailer. This structure allows for real-time oversight, coordination, and reporting. n  Design and Construction: If necessary, group sites/commercial parks can be designed and constructed/expanded on an expedited basis n  Maintenance and Call Support: Monthly preventative inspections, 24/7 dedicated survivor call center, and on-call repair services n  Deactivation and Site Restoration: Lease-end removal of the TTHU and return the Installation Site to its original, pre-Installation condition n  Oversight and Compliance : Centralized coordination across all housing sites; standardized documentation for FEMA eligibility and audits; structured quality control and near real-time performance monitoring; communication with state and federal partners; continuous improvement based on after-action reviews and lessons learned; transparent reporting to support state decision-making and FEMA reimbursement tracking; proactive issue resolution to minimize service disruptions and maintain mission timelines

This program is designed for the use of travel trailers. MLU also has the capability to procure Manufactured Housing Units (MHUs) on behalf of the state and provide full services, including hauling, installation, maintenance, and deactivation.
