Internal Auditing and Program Monitoring, Community Development Block Grant-Disaster Recovery and Mitigation (CDBG-DR/MIT) – State of Alaska Tidal Basin acts as the federal grant compliance team on behalf of the State, ensuring federal requirements are in compliance with the Single Audit Act of 1984 and 2 CFR 200 Subpart F Audit Requirements, GAO Government Auditing Standards, and U.S. Department of Housing and Urban Development (HUD) regulations. Our services include performing bi-annual programmatic and financial audits of the CDBG-DR and CDBG-MIT programs to determine the efficiency of the process and compliance with the CDBG-DR and CDBG-MIT Internal Auditing and Program Monitoring Plan, the Action Plan, the Implementation Plan, as well as, applicable regulations and requirements, along with providing a bi-annual program and financial audit report. FEMA Public Assistance Grant Management – Puerto Rico Electric Power Authority (PREPA) Tidal Basin subject matter experts and technical specialists provided expertise and oversight on all aspects of FEMA’s Public Assistance program regarding grants management, project formulation, policy strategy, and the 404 Hazard Mitigation Grant program. This was the single largest FEMA award ever, at over $10B. Our team worked closely with PREPA staff and FEMA to obtain maximum reimbursements and

Tidal Basin has been an active third-party stakeholder in federal grant compliance since the firm’s inception. Project examples highlighting specific experiences across

flexibility in program application, the Bi-Partisan Budget Act, the Build Back Better program, and the Department of Energy. We followed all federal and local compliance requirements, which enabled an advantageous use of federal funding to rebuild PREPA’s infrastructure and help the people of Puerto Rico recover from the devastating impacts of two major hurricanes. Emergency Rental Assistance Program – Florida Department of Children and Families Tidal Basin was selected to administer the state of Florida’s U.S. Treasury-funded Emergency Rental Assistance Program in response to the COVID-19 Public Health Emergency. Tidal Basin is administering the statewide $1.6 billion rental and utility assistance program for impacted low-income households. Tidal Basin provided full QA/QC and compliance services to ensure the funds were distributed in accordance with all Treasury and state guidelines. CDBG-MIT Action Plan and Program Administration Tools Development – State of West Virginia The Tidal Basin team provided program management and technical services to the State’s Development Office to develop the CDBG- Mitigation Action Plan related to the 2016 flood disaster. Our team conducted this effort under an aggressive submission timeline and was responsible for ensuring Action Plan compliance with all federal requirements governing the CDBG-MIT funding. The Action Plan reflects local, regional, and state priorities to address disaster risks in several counties within the state.
