New York City Housing Authority’s (NYCHA) Comprehensive Modernization (Comp Mod) Program for the Todt Hill Houses, Staten Island, NY – $150 million The Todt Hill Houses is a complex of seven buildings over 70 years old, encompassing 502 units with approximately 1,002 residents. As part of the program, NYCHA has dedicated funds to improve the quality of life for residents of Todt Hill Houses through major renovations across building exteriors, building systems, building and apartment interiors, and ground improvements, through a single, integrated project. Due to the extensive nature of the scope of work at Todt Hill, residents will be required to temporarily relocate for the duration of the construction. NYCHA has contracted with Community Modernization Group (CMG) as the design-builder responsible for the design, relocation, and construction. Tidal Basin is providing Program Management services for NYCHA’s Comprehensive Modernization Program, serving as a subcontractor to CMG. We are currently providing services under the pre-design and pre-construction phases, including relocation and risk management tasks, and providing planning documents, Standard Operating Procedures, and training materials. Tidal Basin works closely with the design-build team to ensure that all contract and scope requirements are met.

New York City Housing Authority (NYCHA), Hurricane Sandy Section 428 FEMA Public Assistance Alternative Procedures Pilot Program – 33 Awards totaling $3.2 billion Hurricane Sandy brought gale-force winds and major flooding to many of NYCHA’s housing developments throughout Manhattan, the Bronx, Queens, Brooklyn, and Staten Island, in some of the most flood vulnerable areas in New York City. The developments incurred power loss and site-wide damage to critical infrastructure, such as electrical, mechanical, and plumbing. FEMA awarded NYCHA Section 428 Public Assistance Alternative Procedure Pilot Program Grants totaling $3.2 billion to cover 33 damaged housing developments. The project scopes cover repair- in-kind work as well as hazardous mitigation to protect critical facilities from future events. Tidal Basin has supported NYCHA from the inception of the grants in 2015 to monitor the projects’ progress, review contract documentation, invoices, and proof of payment to provide progressive payments totaling approximately $2.1 billion, liaise with Project and Grant Managers, perform regular site inspections, and provide closeout, final accounting services. As a State Consultant, Tidal Basin provides grants administration, compliance, policy expertise, and program management support to NYCHA to build back stronger, smarter, and more resilient infrastructure.
