Hawaii Emergency Management Agency (HI-EMA) – FEMA Public Assistance and Grant Management, Technical Assistance, Staffing and Project Closeout
Tidal Basin has been an instrumental partner to the State of Hawaii for over 10 years, offering unparalleled island familiarity and state-specific expertise. We have managed 15 major disaster declarations, totaling more than $1.8B for programs including FEMA’s PA, IA, Hazard Mitigation Grant Program (HMGP); HUD’s CDBG-DR program; and other federal and state programs. Tidal Basin’s commitment to the state has not only facilitated efficient disaster response and recovery efforts but also significantly increased federal cost shares for the state, demonstrating our critical role in Hawaii’s ongoing resilience and recovery initiatives. During the most recent Maui Wildfire disaster, our team was on the ground within hours of the event, assisting the State of Hawaii and Maui County with their immediate response needs. Our team is delivering a tailored suite of services including: • Executive Consulting • Strategic advice for FEMA IA and PA programs – including NCS • Disaster Housing Strategic Plan Development and Implementation – processes and policy allowing the successful transition of more than 3,000 individuals from NCS to longer-term, more stable interim housing • Assisted in the development of HMGP requests • Contact Center Support for Resident Inquiries – processed inbound and outbound calls to answer questions from survivors, connect them with resources, and collect RoE applications for the Personal Property Debris Removal program • Phoenix OneCase Software – provided a centralized database for all individuals affected by the fires • Starlink Satellite Communications Deployment – purchased and deployed 72 Starlink systems for HI-EMA and provided staffing support on Maui and Oahu to manage the devices • Emergency Operations Center (EOC) and Other Staff Augmentation • Outreach Support Services • Housing Program Management Solutions – including managing the state’s NCS and long-term interim housing missions • CDBG-DR – grant and program management solutions
