Customized training and exercise solutions are fundamental to ensure operational success at the time of a disaster by incorporating prior learning with interactive training modules.

Using risk-based and whole-community principles, Tidal Basin supports clients in developing comprehensive training and exercises to optimize preparedness. Our training and exercise programs include modules to support self-driven relearning opportunities, ensuring the information can be recalled by participants several months or even years later. Training Tidal Basin’s preparedness experts have real- world response experience that informs our classroom training curriculum and activities, both in-person and virtually. We translate policies and plans into training that is retained and implemented on-scene during incidents and events, using an integration of multiple teaching methods to reinforce adult learning skills and reach all participants. One of the keys to successful preparedness is well-trained leaders equipped with the proper tools to minimize adverse impacts during crises. Training staff to respond appropriately to a situation that activates emergency plans such as an Emergency Operations Plan (EOP) is essential to successfully weathering

an emergency. Having a comprehensive checklist consistent with an EOP will further ensure a robust, standardized response. Exercise Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises are vital to preparedness. Tidal Basin’s HSEEP-trained and Master Exercise Practitioners develop realistic exercises that provide effective learning opportunities and after-action reports to document strengths and challenges and recommend future improvement. The Tidal Basin team brings extensive experience designing and conducting inclusive HSEEP-consistent and client-tailored exercises varying in scope and complexity – including seminars, workshops, tabletops, drills, and functional and full-scale exercises. Tidal Basin has been involved in all aspects of exercise planning and facilitation, including exercise development, conduct and facilitation logistics, controller/evaluator, and general staffing. Our exercises are tailored for single or multi-disciplinary involvement with multiple stakeholders and multi-agency participation.

Hawaiʻi Emergency Management Agency Honolulu, HI Tidal Basin supported the State of Hawaiʻi in the development of a Training and Exercise Program Guide – an outline that will be built upon as the agency grows and training needs develop. It addresses training requirements for HI-EMA personnel, instructions for tracking employee training, and incorporates sections for the National Incident Management System (NIMS) and National Qualification System (NQS) as based on Emergency Management Performance Grant (EMPG) requirements. Hillsborough County Aviation Authority (Tampa International Airport) Tampa, Florida Tidal Basin provided subject matter expertise, guidance, training development, and WebEOC support to Tampa International Airport to build incident management capabilities of the airport Emergency Operations Center (EOC) and assigned staff. After assessing the current boards, a WebEOC board was developed with position-specific interactive checklists for each EOC position. A file management system was also created within WebEOC.

Los Angeles World Airports (LAWA) Los Angeles, California Tidal Basin developed an exercise addressing multiple scenarios focused on intentional and accidental acts, human or natural, designed to cause harm to the airport, personnel, and passengers. We proposed a solution that incorporated various components and multiple levels of stakeholders for emergency preparedness, including community leaders, LAWA staff and leadership, and government partners and facilities, to ensure the information was received and any issues related to multiple threats/hazards were addressed. The hybrid exercise was a discussion-based exercise with interactive functional elements delivered in mini scenarios during module presentations. Northern Virginia Emergency Response System (NVERS) / Washington Metropolitan Area Transit Authority McLean, Virginia Tidal Basin designed and delivered two workshops, multiple training sessions, three tabletop exercises, and AARs using HSEEP principles and developed a Dulles Toll Road and Access Highway coordination resource tool. We also provided guidance and training to command-level officers and managers when responding to an incident involving the Silver Line, Dulles Toll Road / Dulles International Airport Access Highway (DTR / DIAAH), and beyond.

John Wayne Airport Orange County, California

Tidal Basin provided services for the Airport’s triennial exercise, TTX, and associated Family Assistance training. We also assisted with a series of planning meetings to lay the foundation for the Airport Emergency Plan (AEP) and Aviation Security (AVSEC) TTXs and Airport FSE to ensure the proper development and management of all exercise support plans, documentation, materials, and logistical needs. Los Angeles Department of Water and Power (LADWP) Los Angeles, California Tidal Basin developed the Water Emergency Command Center (WECC) Activation Plan, followed by several training workshops and exercises to socialize the plan with frontline, management, and district supervisory staff.

Southern California Edison (SCE) Irwindale, California

Tidal Basin supported the design and conduct of the Crisis Management Council’s (CMC) functional National Grid Exercise (GridEx), part of the larger National GridEx for utility providers nationwide. We developed CMC- specific injects, ground truth documents and briefing tools, and an agenda to guide exercise play. Our team provided two executive coaches and subject matter experts to provide evaluation and input following the exercise and provided an additional evaluator during the functional Emergency Operations Center (EOC) exercise.
