Response and recovery following Hurricanes Helene and Milton Tidal Basin and the Florida Division of Emergency Management (FDEM)

Following Hurricanes Helene and Milton in 2024, FDEM contracted with Tidal Basin to deploy 200+ personnel to Citrus, Pasco, and Pinellas Counties on Florida’s Gulf Coast. We completed 60,000+ substantial damage field assessments using a combination of data collection tools such as ArcGIS, Forerunner, and Crisis Track to collect and record geospatial and building damage data. In Pinellas County alone, we logged 15,800+ inspection points into FEMA’s Substantial Damage Estimator (SDE) tool to assist floodplain managers with damage determination data. Our embedded permit technicians efficiently processed 3,000+ permit applications for recovery-related demolition and reconstruction, ensuring strict compliance with building code requirements. Similarly, in Pasco County, we managed permit applications, fee calculations, and permit issuance, aligning with floodplain management and building code standards.

Tidal Basin’s staff augmentation services for floodplain management regulation and building code administration, permitting, and code enforcement departments enabled jurisdictions to effectively manage the surge in rebuilding and repair efforts. Following the storms, we addressed 53,000+ permit inquiries and completed 7,100 plan reviews, verifying compliance with floodplain management and building code standards, including structural, plumbing, electrical, and life-safety components. In support of community recovery efforts, Tidal Basin also established centralized contact centers dedicated to delivering exceptional customer service and support to homeowners navigating the substantial damage and reassessment process. These hubs handled 12,000+ phone calls and emails from homeowners, providing timely guidance and substantial damage process information to the community. In Pasco County, we received an overall 94.5% customer satisfaction rating for our direct support via in-person, phone and email assistance.
