Section 1206/PA Category I: Building Code and Floodplain Management Administration and Enforcement under Public Assistance Section 1206/PA Category I of the Disaster Recovery Reform Act (DRRA) of 2018 provides communities with the resources needed to effectively administer and enforce building codes and floodplain management regulations, increasing the speed of recovery and enhancing National Flood Insurance Program (NFIP) compliance. These resources are available via Public Assistance funding following a presidentially declared disaster. Tidal Basin has a proven record of guiding municipalities through the Section 1206/ PA Category I process with expertise in developing pre- and post-disaster plans to maximize reimbursement funding.
What does Section 1206/PA Category I mean for your community? Eligible government entities can receive disaster relief funding reimbursement for specific costs incurred within the first 180 days following a major disaster declaration. This assistance may cover vital disaster recovery activities associated with building code and floodplain management implementation and enforcement such as: • Hiring temporary workers and surge staff to meet increased demands • Paying overtime for budgeted employees • Contracting necessary services to address immediate needs • Procuring equipment and supplies critical for disaster response such as Personal Protective Equipment, tablets, laptops, cell phones • Mailing and outreach costs
Be stronger than before
State, local, tribal, and territorial (SLTT) governments designated for Public Assistance (PA) for permanent work are eligible to apply for Section 1206/PA Category I funding. The funding aims to alleviate financial burdens and ensure that governments can respond effectively and efficiently to community recovery needs after a disaster.

National Flood Insurance Program (NFIP) Incentives A condition of sustained participation in the NFIP for communities is implementation and enforcement of their floodplain management regulations, including substantial damage and substantial improvement provisions. Communities agree to maintain their local floodplain management programs and adhere to their adopted regulations in return for the availability of NFIP flood insurance to all community property owners and renters. Similarly, to be eligible for the Community Rating System (CRS) incentive program, NFIP communities must maintain, implement and enforce minimum local floodplain management requirements.
