Alaska Division of Homeland Security and Emergency Management (DHS&EM) – Damage Estimators and Technical Specialists Tidal Basin has supported Alaska’s disaster recovery programs since 2011, providing damage assessment estimators, joint field operations, Public Assistance (PA), and hazard mitigation experts to oversee complex projects and manage site operations for 26+ disaster declarations. California Department of Resources Recycling and Recovery (CalRecycle) Following the 2020 Inland Branch wildfires, our team managed the $58M+ structural debris and hazardous tree removal project, which included environmental assessments, monitoring, and tracking of the removal of 3K+ trees. New York State Division of Homeland Security and Emergency Services (DHSES) – Disaster Recovery Services Tidal Basin has supported NY DHSES since 2012, providing staff to guide subrecipients through the FEMA grant process, application development, Benefit Cost Analysis (BCA), and disaster closeout. The contract also includes state-run Individual Assistance, long-term recovery, and financial disaster recovery support. Florida Division of Emergency Management (FDEM) – Non-Congregate Sheltering and Sheltering in Home for Recovery Continuation (SHRC) Programs Since 2022, Tidal Basin has served as the Program Management Office for the State of Florida’s non-congregate sheltering initiatives following Hurricane Ian, Hurricane Idalia, and Hurricanes Helene and Milton. We launched and managed the sheltering programs following each event, completing eligibility reviews for 15K+ households. Georgia Emergency Management and Homeland Security Agency (GEMA) – COVID-19 Pandemic Response and Logistics Support While managing nine GEMA mobile vaccination sites, MLU implemented tiered safety training, daily briefings, hazard assessments, and PPE compliance to ensure safe, efficient operations for 22K+ visitors. The team prioritized safety through tailored plans, strict protocols, and employee training, maintaining a zero-recordable incident record and an EMR of 0.72 (below the industry standard). State of Colorado, Division of Homeland Security and Emergency Management – Emergency Operations Center (EOC) Support Staff Tidal Basin supported the Colorado State EOC in the State’s Operations and Logistics sections related to COVID-19, including the closeout of WebEOC resource requests, warehouse and supply sourcing, and dashboard development.

Georgia Power Company and Southern Company Services, Inc. – Disaster Base Camp Response and Logistics Support MLU delivered four turnkey disaster relief base camps within 48 hours following Hurricanes Helene and Milton, supporting 1.8K+ personnel. Services included bunkhouses, shower and rest room trailers, climate-controlled tents, kitchens, laundry, and power distribution, all managed by a 90-person operations team. Using 3D CAD mapping and our Basecamp Operations Support System, we optimized site layouts and streamlined resource allocation for efficient, on-time, and budget-compliant operations. The camps operated continuously for 7 to 18 days with 24/7 coverage ensured by dedicated site leads. Hawaii Emergency Management Agency (HI-EMA) and Hawaii Department of Defense – Disaster Response and Recovery Support Services Since 2013, Tidal Basin has supported Hawaii and nearly 100 Subrecipients with over $212M in federally funded programs, including FEMA-funded debris management, PA, 406 and 404 Mitigation, 428 PAAP, FMAG, and Treasury-funded CARES Act COVID-19 programs. For the recent Maui wildfire disaster, we were on the ground within hours to provide executive consulting, strategic advice for IA and PA programs, contact center services, Phoenix OneCase software to track unmet needs, right of entry form process development for debris removal, Starlink communication deployment, and EOC staff augmentation. We transitioned 3K+ individuals from non-congregate sheltering to interim housing. Florida Department of Children and Families – “OUR Florida” Emergency Rental Assistance Program (ERAP) We administered the $1.6B rental assistance program for low-income households impacted by COVID-19, utilizing the State’s Emergency Rental Assistance 1 (ERA1) and ERA 2 allocations. We provided grant and case management, contact center support, branding, marketing, and outreach, as well as application intake and entry through a tailored tenant and landlord portal. Illinois Emergency Management Agency (IEMA) – COVID-19 Pandemic Disaster Recovery Services Tidal Basin assisted state and local jurisdictions with the administration of the state’s COVID-19 recovery program. We supported Treasury and FEMA-funded initiatives on behalf of the State and its subrecipients and assisted with project closeout for state, local, and private non-profit entities. Los Angeles World Airports (LAWA) – Crisis Leadership Team Exercise Tidal Basin designed a hybrid tabletop exercise workshop with three modules to meet LAWA’s needs. Our solution integrated all aspects of emergency preparedness—engaging community leaders, LAWA staff, leadership, and government partners—to ensure clear communication and address multiple threats and hazards effectively. Michigan State Police (MSP) and Emergency Management and Homeland Security Department (EMHSD) – Comprehensive Emergency Management Support The State of Michigan contracted Tidal Basin to deliver disaster recovery, mitigation, and preparedness services. Key projects include developing a Strategic Plan, Stakeholder Preparedness Report (SPR), a Threat and Hazard Identification and Risk Assessment (THIRA) toolkit, a COVID-19 After Action Report/Improvement Plan (AAR/IP), and a Pandemic Planning Toolkit.

State of Tennessee, Tennessee Emergency Management Agency (TEMA) and Tennessee Military Department – Public Assistance Support Staff / Grant Application Support The State of Tennessee partnered with Tidal Basin to handle disaster response, including appeals documentation, quality control, staff surge support, and COVID-19 response. We strengthened TEMA’s recovery efforts by enhancing staff capacity and providing expert support. P uerto Rico Department of Housing (PRDOH) – Sheltering and Temporary Essential Power (STEP) / “TU HOGAR RENACE” Program Following Hurricanes Irma and Maria, Tidal Basin managed the $1.7B FEMA-funded STEP program—the largest in FEMA’s history. Within 72 hours, we hired and deployed over 700 local staff and established a bilingual call center. At peak, we led 1,500 staff who supported 500,000 residents, processed 215,000 applications, and repaired 108,000 homes. Puerto Rico Department of Housing (PRDOH) – Community Energy and Water Resiliency (CEWRI) Program Tidal Basin provides program management services for Puerto Rico’s $300M CDBG- DR funded CEWRI Program, addressing energy and water vulnerabilities. To date, we have successfully installed over 5,000 photo voltaic (PV) and water storage systems, marking a significant achievement in our mission to promote resiliency in Puerto Rican communities. Tidal Basin oversees operations, applications processing, and services such as intake, eligibility, HUD income verification, inspections, awards coordination, and closeouts. Our bilingual Case Managers provide technical assistance, manage applications, and support inspections. Federal Emergency Management Agency (FEMA) – LogHOUSE Since 2018, under the FEMA LogHOUSE I contract, MLU has installed 9,322 transportable temporary housing units (TTHUs), maintained 13,553 TTHUs, deactivated 7,466 TTHUs, constructed seven group sites, and maintained 15 group sites nationwide. The team responded to 17 FEMA LogHOUSE task orders across 10+ major disasters, successfully managing seven (7) concurrently, all while earning consistent Satisfactory to Exceptional CPARS ratings. 2018 California Wildfires Housing Mission Following the Camp Fire in Gridley and Chico, California, MLU constructed an expansive temporary housing community in 70 days, including all infrastructure and 1,500 fully-furnished Modular Housing Units to house 2,100 residents. 2024 Iowa Floods Housing Mission The MLU Team constructed three group sites with 10, 20, and 66 modular housing units, completing each between 35 and 56 days from the Notice to Proceed. 2024 Hurricanes Helene and Milton, Florida and Georgia Housing Missions Following Hurricane Helene, we deployed five turnkey basecamps with 2,000+ beds within 48 hours in Georgia. Following Hurricane Milton, we dispatched and set up 1,560 beds across three sites in the Tampa Bay, FL area.
