Florida Division of Emergency Management (FDEM) – Non-Congregate Sheltering and Sheltering in Home for Recovery Continuation (SHRC) Programs Since 2022, Tidal Basin has served as the Program Management Office for the State of Florida’s non-congregate sheltering initiatives following Hurricane Ian, Hurricane Idalia, and Hurricanes Helene and Milton. We launched and managed the sheltering programs following each event, completing eligibility reviews for 15K+ households. Florida Department of Children and Families – “OUR Florida” Emergency Rental Assistance Program (ERAP) We administered the $1.6B rental assistance program for low-income households impacted by COVID-19, utilizing the State’s Emergency Rental Assistance 1 (ERA1) and ERA 2 allocations. We provided grant and case management, contact center support, branding, marketing, and outreach, as well as application intake and entry through a tailored tenant and landlord portal. Georgia Emergency Management and Homeland Security Agency (GEMA) – COVID-19 Pandemic Response and Logistics Support While managing nine GEMA mobile vaccination sites, MLU implemented tiered safety training, daily briefings, hazard assessments, and PPE compliance to ensure safe, efficient operations for 22K+ visitors. The team prioritized safety through tailored plans, strict protocols, and employee training, maintaining a zero-recordable incident record and an EMR of 0.72 (below the industry standard). New York State Division of Homeland Security and Emergency Services (DHSES) – Disaster Recovery Services Tidal Basin has supported NY DHSES since 2012, providing staff to guide subrecipients through the FEMA grant process, application development, Benefit Cost Analysis (BCA), and disaster closeout. The contract also includes state-run Individual Assistance, long- term recovery, and financial disaster recovery support. Puerto Rico Department of Housing (PRDOH) – Sheltering and Temporary Essential Power (STEP) / “TU HOGAR RENACE” Program Following Hurricanes Irma and Maria, Tidal Basin managed the $1.7B FEMA-funded STEP program—the largest in FEMA’s history. Within 72 hours, we hired and deployed over 700 local staff and established a bilingual call center. At peak, we led 1,500 staff who supported 500,000 residents, processed 215,000 applications, and repaired 108,000 homes. Puerto Rico Department of Housing (PRDOH) – Community Energy and Water Resiliency (CEWRI) Program Tidal Basin provides program management services for Puerto Rico’s $300M CDBG- DR funded CEWRI Program, addressing energy and water vulnerabilities. To date, we have successfully installed over 5,000 photo voltaic (PV) and water storage systems, marking a significant achievement in our mission to promote resiliency in Puerto Rican communities. Tidal Basin oversees operations, applications processing, and services such as intake, eligibility, HUD income verification, inspections, awards coordination, and closeouts. Our bilingual Case Managers provide technical assistance, manage applications, and support inspections.
