Experience

Public Assistance (PA) Technical Assistance Contract (TAC) Central Region, U.S. Federal Emergency Management Agency (FEMA) Tidal Basin has been a member of the Central Team for the Public Assistance Technical Assistance (PA TAC) contracts 4 and 5 from 2020 onward. Under these contracts, our team deploys a staff augmentation role to help FEMA deliver the Public Assistance program to eligible applicants and sub-applicants. Tidal Basin has often deployed Program Delivery Managers (PDMG) and Site Inspectors on this contract. PDMGs represent FEMA to the recipients and sub-recipients, guiding them through the complicated Public Assistance process. Site Inspectors inspect facilities under damage Categories A-G for eligibility and to document damages. Our deployed staff are trained Subject Matter Experts (SME) and have participated in the Appeals Review process.

Housing Inspections Services (CONUS/OCONUS) Federal Emergency Management Agency (FEMA)

Tidal Basin, as the managing partner of the Vanguard Joint Venture, provides FEMA with a nationwide cadre of trained and disaster-ready independent inspectors and provides housing inspections for over 50% of HIS task orders. All inspectors mobilize on short notice to examine housing situations and provide immediate relief to affected homeowners. We handled concurrent disasters in Puerto Rico, the U.S. Virgin Islands, Florida, Texas, California, and the Midwest. Throughout the 2017-2018 hurricane seasons, Vanguard responded to eight disasters, trained and deployed roughly 10,000 inspectors, and completed over 1.4 million housing inspections in six months. Our response system enables us to scale office and field staff on demand. Vanguard developed customized applications to support program management and data transfer from the field, seamlessly connecting to FEMA systems. Our processes are tested and support just-in- time (JIT) delivery. Our team completed the first HIS contract term and, in October 2019, was awarded the five-year, ~$943 million recompete. Florida Division of Emergency Management (FDEM) / Florida Digital Services COVID-19 Program Management, Non-Congregate Sheltering (NCS), Sheltering-at-Home for Recovery Continuation (SHRC), and Starlink Tidal Basin is supporting FDEM in housing recovery efforts from Hurricane Ian. We are currently working on a FEMA public assistance-funded emergency sheltering program and a state-funded limited home repairs program to address housing damage for affected counties. • Call Center was launched within 72 hours • Supported 150 points of distribution • 6,000 agents at peak; fielded over 19 million calls • Pre-registered two million appointments; scheduled one million appointments • Starlink – provided 660 satellite communication units, 20 public hot spots, and tech support and monitoring to 15,000 users • NCS – intake of 3,000 through Phoenix OneCase software; inspections; 448 trailers placed.

Georgia Emergency Management and Homeland Security Agency (GEMA) – COVID-19 Pandemic Response and Logistics Support While managing nine GEMA mobile vaccination sites, MLU implemented tiered safety training, daily briefings, hazard assessments, and PPE compliance to ensure safe, efficient operations for over 22,000 visitors. The team prioritized safety through tailored plans, strict protocols, and employee training, maintaining a zero-recordable incident record and an EMR of 0.72 (below the industry standard), demonstrating its commitment to occupational safety and the well-being of its staff and communities. Georgia Power Company and Southern Company Services, Inc. – Hurricanes Helene and Milton Disaster Base Camp Response and Logistics Support MLU successfully delivered four turnkey disaster relief base camps in Georgia within 48 hours following Hurricanes Helene and Milton, supporting over 1,800 personnel. Services included bunkhouses, shower and rest room trailers, climate-controlled tents, kitchens, laundry, and power distribution, all managed by a 90-person operations team. Using 3D CAD mapping and our Basecamp Operations Support System, we optimized site layouts and streamlined resource allocation for efficient, on-time, and budget-compliant operations. The camps operated continuously for 7 to 18 days with 24/7 coverage ensured by dedicated site leads. Hawaii Emergency Management Agency (HI-EMA) and Hawaii Department of Defense – Disaster Response and Recovery Support Services Since 2013, Tidal Basin has supported Hawaii and nearly 100 Subrecipients with over $212M in federally funded programs, including FEMA-funded debris management, PA, 406 and 404 Mitigation, 428 PAAP, FMAG, and Treasury-funded CARES Act COVID-19 programs. For the recent Maui wildfire disaster, we were on the ground within hours to provide executive consulting, strategic advice for IA and PA programs, contact center services, Phoenix OneCase software to track unmet needs, right of entry form process development for debris removal, Starlink communication deployment, and EOC staff augmentation. We transitioned over 3,000 individuals from non-congregate sheltering to interim housing. New York State Division of Homeland Security and Emergency Services (DHSES) – Disaster Recovery Services Tidal Basin has supported NY DHSES since 2012, providing staff to guide subrecipients through the FEMA grant process, application development, Benefit Cost Analysis (BCA), and disaster closeout. The contract also includes state-run Individual Assistance, long-term recovery, and financial disaster recovery support. Puerto Rico Department of Housing (PRDOH) – Sheltering and Temporary Essential Power (STEP) / “TU HOGAR RENACE” Program After Hurricanes Irma and Maria, PRDOH enlisted our team to manage the $1.7B FEMA- funded STEP program—the largest in FEMA’s history. Within 72 hours, we hired and deployed over 700 local staff, established a bilingual call center in 3 days, and at peak, led 1,500 staff who supported 500,000 residents, processed 215,000 applications, and repaired 108,000 homes.

Puerto Rico Department of Housing (PRDOH) – Community Energy and Water Resiliency (CEWRI) Program Tidal Basin provides program management services for Puerto Rico’s $300M CDBG- DR funded CEWRI Program, addressing energy and water vulnerabilities. To date, we have successfully installed 5,000 PV and water storage systems, marking a significant achievement in our mission to promote resiliency in Puerto Rican communities. Tidal Basin oversees operations, applications processing, and services such as intake, eligibility, HUD income verification, inspections, awards coordination, and closeouts. Our bilingual Case Managers provide technical assistance, manage applications, and support inspections.

Federal Emergency Management Association (FEMA) – LogHOUSE Under the FEMA LogHOUSE contract, MLU has hauled 16,768 transportable temporary housing units (TTHUs), installed 9,322 TTHUs, maintained 13,553 TTHUs, deactivated 7,466 TTHUs, constructed seven (7) group sites, and maintained 15 group sites nationwide. The team responded to 17 FEMA LogHOUSE task orders across 10+ major disasters, successfully managing seven concurrently, all while earning consistent Satisfactory to Exceptional CPARS ratings. 2018 California Wildfires Housing Mission Following the Camp Fire in Gridley and Chico, California, MLU constructed an expansive temporary housing community in 70 days, including all infrastructure and 1,500 fully-furnished Modular Housing Units to house 2,100 residents. 2024 Iowa Floods Housing Mission The MLU Team constructed three group sites with 10, 20, and 66 modular housing units, completing each between 35 and 56 days from the Notice to Proceed. 2024 Hurricanes Helene and Milton, Florida and Georgia Housing Missions Following Hurricane Helene, we deployed five turnkey basecamps with 2,000+ beds within 48 hours in Georgia. Following Hurricane Milton, we dispatched and set up 1,560 beds across three sites in the Tampa Bay, FL area.
