PRDOH – Community Energy and Water Resiliency Installations (CEWRI) Our team manages the $300M HUD CDBG-DR Community Energy and Water Resilience Installations (CEWRI) Program, bolstering energy and water system resilience for single-family homeowners who participated in the R3 program. We have successfully overseen intake, eligibility determination, HUD income verification, inspections, awards coordination, and close-out processes, and deployed bilingual case managers to provide ongoing technical assistance. Over 5K photovoltaic systems with battery backup and modern water-storage installations have been placed at no cost to homeowners, enabling essential loads for refrigerators, water pumps, and medical devices to operate during outages, and driving long-term community resilience across Puerto Rico.

PRDOH Economic Development Recovery Case Management As the program manager for the $800M HUD CDBG-DR-funded Economic Development Recovery Program, we provided comprehensive case management, eligibility verification, award coordination, bilingual technical assistance, and closeout services. Our team supported key initiatives,
including the Small Business Financing Program (SBF) and the Re-Grow PR Urban-Rural Agriculture Program, guiding thousands of applicants such as farmers, entrepreneurs, and small businesses through funding processes. Key achievements included disbursing $27M+ in SBF grants to 1,188 eligible applicants and advancing Puerto Rico’s agricultural sector through targeted investments and capacity building. By streamlining processes, providing multilingual support, and empowering diverse economic sectors, our team played a pivotal role in fostering economic recovery, resilience, and sustainable development for Puerto Rico. Puerto Rico Electric Power Authority (PREPA) Our team partnered with PREPA to secure $11B+ in FEMA Public Assistance funds, including a historic $10B single award. We provided comprehensive grants management, project formulation, and policy strategy, enabling the efficient rebuilding of Puerto Rico’s electric infrastructure after devastating hurricanes. Key accomplishments included formulating and submitting 89 Project Worksheet packages, conducting 100+ collaboration meetings and 300+ site inspections, and implementing mitigation strategies to enhance future resilience. This project streamlined FEMA processes, secured critical funding, and strengthened Puerto Rico’s power grid for lasting recovery.
Corporación del Proyecto ENLACE del Caño Martin Peña The Corporación del Proyecto ENLACE del Caño Martín Peña was established to promote the environmental rehabilitation of the San Juan Bay Estuary, improving the quality of water and the surrounding habitats and ultimately improving the living conditions of 30,000 residents of eight communities.
Tidal Basin supported ENLACE by providing assistance in obtaining funding, supplying grant and project management expertise, and facilitating the implementation of activities that ensure timely progress and delivery of infrastructure projects funded by several funding streams.
