We know Puerto Rico Tidal Basin Caribe was created as an additional entity to Tidal Basin Government Consulting to provide specialized recovery services in Puerto Rico and the Caribbean. Following Hurricane Maria, we were “boots on the ground” in Puerto Rico within 48 hours. Hiring, training and managing 1,500 people, Tidal Basin successfully managed the largest Shelter and Temporary Essential Power (STEP) program in United States history, providing services to more than 200K+ Puerto Rican residents with zero Inspector General (IG) audit findings.
Tidal Basin Caribe provides services such as FEMA Public Assistance (PA), Hazard Mitigation Grant Programs (HMGP), HUD Community Development Block Grant–Disaster Recovery (CDBG-DR), U.S. Department of Treasury, Joint Field Office (JFO) stand-up, debris monitoring and management, damage assessments and overall program management. Puerto Rico Experience
Puerto Rico Department of Housing (PRDOH) – Sheltering and Temporary Essential Power (STEP) / “TU HOGAR RENACE” Program Our team managed the $1.7B+ FEMA STEP (“Tu Hogar Renace”) pilot program (largest in FEMA’s history), which delivered life-sustaining home repairs and temporary power to all 78 municipalities after Hurricanes Irma and María devastated the island. Within 72 hours, we hired and deployed over 700 local staff and established a bilingual call center. At the program’s peak, we staffed 1,500 local hires who engaged with 215K residents, and using our proprietary,
fully auditable system managed intake, eligibility, inspections, contractor billing, call-center support, and closeout with zero OIG findings. In fifteen months, we processed 122K applicants and completed 108K home repairs, including roof, window, wall, water-heater fixes, and essential power, so families could safely shelter in place while permanent reconstruction proceeded. PRDOH, HUD CDBG-DR, Home Repair, Reconstruction, or Relocation (R3) Program The Alliance for the Recovery of Puerto Rico (a joint venture of Tidal Basin Caribe and Atkins, with Tidal Basin Caribe as the managing partner) has supported PRDOH with managing their $2.9B+ HUD CDBG-DR/MIT Home Repair, Reconstruction, or Relocation (R3) Program. The program assisted homeowners across Puerto Rico with repairing or reconstructing storm-damaged homes in non-hazard zones or voluntarily relocating those in flood plains, floodways, or landslide-prone areas. Our team opened two intake centers, processed over 6,700 applicants in five months, and assisted
more than 4,100 homes with repairs, rebuilds, or relocations. While ensuring full compliance with CDBG-DR and cross-cutting requirements, our bilingual case managers handled every step including intake, eligibility determination, damage assessments, environmental reviews, appraisals, award coordination, construction management, inspections, and closeouts. We set program records for grant agreements signed, Notices to Proceed issued, and first-ever demolition inspections. Since the program’s inception, we have successfully closed out Tasks 1–3, delivering resilient housing solutions and accelerating Puerto Rico’s recovery.
PRDOH – Community Energy and Water Resiliency Installations (CEWRI) Our team manages the $300M HUD CDBG-DR Community Energy and Water Resilience Installations (CEWRI) Program, bolstering energy and water system resilience for single-family homeowners who participated in the R3 program. We have successfully overseen intake, eligibility determination, HUD income verification, inspections, awards coordination, and close-out processes, and deployed bilingual case managers to provide ongoing technical assistance. Over 5K photovoltaic systems with battery backup and modern water-storage installations have been placed at no cost to homeowners, enabling essential loads for refrigerators, water pumps, and medical devices to operate during outages, and driving long-term community resilience across Puerto Rico.

PRDOH Economic Development Recovery Case Management As the program manager for the $800M HUD CDBG-DR-funded Economic Development Recovery Program, we provided comprehensive case management, eligibility verification, award coordination, bilingual technical assistance, and closeout services. Our team supported key initiatives,
including the Small Business Financing Program (SBF) and the Re-Grow PR Urban-Rural Agriculture Program, guiding thousands of applicants such as farmers, entrepreneurs, and small businesses through funding processes. Key achievements included disbursing $27M+ in SBF grants to 1,188 eligible applicants and advancing Puerto Rico’s agricultural sector through targeted investments and capacity building. By streamlining processes, providing multilingual support, and empowering diverse economic sectors, our team played a pivotal role in fostering economic recovery, resilience, and sustainable development for Puerto Rico. Puerto Rico Electric Power Authority (PREPA) Our team partnered with PREPA to secure $11B+ in FEMA Public Assistance funds, including a historic $10B single award. We provided comprehensive grants management, project formulation, and policy strategy, enabling the efficient rebuilding of Puerto Rico’s electric infrastructure after devastating hurricanes. Key accomplishments included formulating and submitting 89 Project Worksheet packages, conducting 100+ collaboration meetings and 300+ site inspections, and implementing mitigation strategies to enhance future resilience. This project streamlined FEMA processes, secured critical funding, and strengthened Puerto Rico’s power grid for lasting recovery.
Corporación del Proyecto ENLACE del Caño Martin Peña The Corporación del Proyecto ENLACE del Caño Martín Peña was established to promote the environmental rehabilitation of the San Juan Bay Estuary, improving the quality of water and the surrounding habitats and ultimately improving the living conditions of 30,000 residents of eight communities.
Tidal Basin supported ENLACE by providing assistance in obtaining funding, supplying grant and project management expertise, and facilitating the implementation of activities that ensure timely progress and delivery of infrastructure projects funded by several funding streams.
