Suwannee Valley Electric Cooperative (SVEC) – Live Oak, Florida Tidal Basin currently supports the SVEC with emergency management, response, recovery, mitigation, debris monitoring, and other services related to Hurricane Idalia. Our team members have worked closely with the Florida Division of Emergency Management (FDEM) through an Assumption Agreement (AA). Our work includes skillfully delineating costs for the AA, capturing damage for FEMA’s Category F (Public Utility) projects, and developing a comprehensive document and tracking log that details all the required backups for reimbursement requests. Tri-County Electric Cooperative (TCEC) – Madison, Florida The Tidal Basin team has provided professional expertise to Tri-County Electric Cooperative (TCEC) since September 2023, in support of emergency management through a FEMA Public Assistance (PA) Professional Services Contract related to recovery from Hurricane Idalia. Our team members have worked closely with FDEM through an AA to skillfully delineate costs and develop a comprehensive document and tracking log that details all the required backups for reimbursement requests. To date, $13.6M has been submitted to FDEM for reimbursement under the AA, with another approximately $15M to be submitted.

Florida Keys Electric Cooperative (FKEC) – Tavernier, Florida The Tidal Basin Team has been engaged with Florida Keys Electric Cooperative (FKEC) since October 2017, following the landfall of Hurricane Irma. Our team provided strategic guidance and consultation to maximize the utility’s recovery, providing services including reviewing for eligibility all documentation, contracts, expenses and reimbursements. Our mitigation team remains an ongoing partner with FKEC to apply for and manage Hazard Mitigation Grant Program (HMGP) projects for critical infrastructure armoring, including replacing vulnerable poles with self-supporting poles in distribution as well as replacing and armoring transmission poles from the mainland throughout the upper and middle Keys. Consultancy services include HMGP projects applications, Benefit-Cost Analyses (BCA) for multiple projects for critical infrastructure, and grant project management. Puerto Rico Electric Power Authority (PREPA) – San Juan, Puerto Rico Tidal Basin (under our Tidal Basin Caribe division) provided services to support PREPA’s recovery from Hurricanes Irma and Maria. Our subject-matter experts (SMEs) and technical specialists provided expertise and oversight on all aspects of FEMA’s PA program regarding grants management, project formulation, policy strategy, and the 404 Hazard Mitigation Grant Program. Our team members worked closely with PREPA’s staff and FEMA to ensure maximized reimbursements and flexibility to guarantee the most advantageous use of federal funding, rebuild PREPA’s infrastructure, and help the people of Puerto Rico recover from the devastating impacts of both hurricanes. Lee County Electric Cooperative (LCEC) – Lee County, Florida The Tidal Basin team has been providing professional services to LCEC since October 2022, supporting recovery, mitigation, CDBG and other services related to Hurricanes Ian and Irma. Through collaboration with LCEC, FDEM under the Assumption Agreement, and FEMA through Public Assistance. Tidal Basin anticipates securing approximately $500M across all funding sources for emergency power restoration and recovery efforts for our client. Since being onboarded to work on Hurricane Ian and Hurricane Irma, Tidal Basin has been requested to engage in additional project formulation efforts for Hurricanes Idalia and Helene.
We reviewed, reconciled, and provided over 2,400 contractor or vendor invoices, 63 Mutual Aid Agreements, and 58 documents related to contracts and amendments, equating to 48.2M reimbursable dollars for Lee County
