California Department of Resources Recycling and Recovery (CalRecycle)
Tidal Basin and Michael Baker joined together to lead the cleanup effort for the Inland Branch Emergency Cleanup Response, an area that encompassed 40 separate wildfire incidents. Tidal Basin complied with CalOSHA and OSHA requirements to successfully perform monitoring and oversight services related to the removal of hazardous trees, including supervising arborists and providing crew leaders trained to identify eligible trees for removal under the program’s requirements and specifications. Our team’s management and oversight included the monitoring and recording of all data associated with the identification, site assessment, removal, and disposal of all eligible debris and hazardous trees by Assessor’s Parcel Number (APN). Michael Baker provided environmental solutions that addressed biological and cultural resources, water quality, historic property compliance, and other factors related to the emergency clean-up. In addition, they helped acquire streamlined waivers, permits and approvals, and oversaw the environmental protection plan for regional, state and federal agencies.
The GIS portion of this project was so successful it was awarded the MAPPS Excellence Award in the category of GIS/IT/Remote Sensing Analysis, which includes: • Application Development • Geospatial Enterprise Development • Satellite/Aerial Image Classification

Federal Emergency Management Agency (FEMA) – Temporary Housing, Inspection, and Mitigation Support
MLU has supported FEMA contracts for over a decade, successfully delivering temporary housing under the $2.7B FEMA LOGHOUSE IDIQ contract and installing over 9,322 TTHUs nationwide. Since 2021, MLU has been providing complete turnkey services to establish MHU-based temporary living areas for 2,500 families displaced by Hurricane Ida in 24 counties across Louisiana. Additionally, MLU constructed three group sites in Iowa to accommodate disaster survivors impacted by floods and tornado between March and June 2024. The project scope consisted of full site development, including surveys, planning, design/engineering, permitting, and construction of underground utilities, roadways, and mobile home pads. Michael Baker and Tidal Basin assisted with all phases of the project, including design, engineering, and program and construction management. Through the Vanguard joint venture, Tidal Basin conducted over two million post- disaster housing inspections for FEMA’s Housing Inspections Services (HIS) contract in multiple affected areas. Michael Baker contributed to flood risk management and hazard mitigation, supporting FEMA’s $1.05B flood map modernization and resilience programs under the Production & Technical Services (PTS) contract. Michael Baker’s joint ventures have also enhanced FEMA’s hazard mitigation and community resilience efforts through comprehensive technical assistance, communications and outreach, and innovative preparedness strategies for the Hazard Mitigation Technical Assistance Program (HMTAP) and the Community Energy Resiliency Centers (CERC) contracts.
